CONDITIONAL REGISTRATION

General
The Sydney Antique Machinery Club Inc. (SAMCI) is authorised by the NSW Roads and Maritime Services (RMS) to administer the registration of historic vehicles under both the Historic Vehicle Scheme (HVS) and the Classic Vehicle Scheme (CVS).
 
The Club’s By-laws (By-law 6) details the administrative requirements for both schemes. Owners of vehicles should refer to this By-law prior to initial registration of a vehicle. A copy is provided to new members upon joining the Club, but is also available upon request. Registration is only available to those who have been members for 24 months or more.

 
Both schemes are available to members who have participated in at least two Club activities during the year. All vehicles must be a minimum of 30 years old, and new vehicles submitted for registration must first be approved by the Committee. Vehicles that do not comply with the aims of the Club will not be accepted. The Club accepts vehicles in all categories, including:            
                        1. Vehicles up to 3.5T GVM (cars and light commercial vehicles) - HVS and CVS.
                        2. Vehicles over 3.5T GVM (trucks) - HVS only.
                        3. Other Vehicles – tractors, trailers, motorcycles and plant - HVS only.

For new registrations, owners are required to submit details of their vehicle to the Club Registrar, who will submit the application to the Vehicle Assessment Committee. 

Historic Vehicle Scheme (HVS)

The HVS covers those vehicles that comply with the originality guidelines as defined by RMS. See:

Classic Vehicle Scheme (CVS)

The CVS covers those vehicles that have been modified in any way rendering them not eligible for HVS.  Owners should familiarise themselves with the RMS guidelines on modifications to determine if a Compliance Certificate (Engineer’s Report) may be required. This will be determined at the time of "Blue Slip" inspection. See:

Registration requirements 
Note: At the time of writing, electronic "Pink Slip" inspection reports are not accepted by RMS for Historic Vehicles.
In all cases, only original documents may be submitted to RMS (not copies), and the forms MUST bear the club's official stamp and signature of the Club Vehicle Registrar. Failure to arrange this invalidates the registration.

In all cases (new registration or renewals) the documents must be submitted to the Vehicle Registrar either in person at a Club meeting, or by arrangement at his home, or mailed to him for stamping. See contact details below.

HVS: For new registrations or renewals, a ‘Pink Slip’ safety inspection report is required for all vehicles except tractors and plant. For tractors and plant a "Safe Use Declaration" is required.

CVS: For new registrations, a ‘Blue Slip’ and if necessary a Compliance Certificate (Engineers Report).
For renewals, a ‘Pink Slip’ is required. The Club Vehicle Registrar is required to forward documentation for all CVS registrations and renewals to the Australian Confederation of Motor Clubs (ACMC) with the required processing fee (payable by the owner), for their approval.

SAMCI requires all vehicle owners to obtain the 60-day logbook at the time of registration or renewal. All trips, whether private or Club related, are to be recorded in the 60-day logbook.

Travel Obligations
Owners must carry with them on any trip evidence of their authority to be travelling on public roads. This must be the 60-day logbook completed in advance, and the Certificate of Approved Operations. If the trip is for a Club sanctioned event, then evidence of the event in the form of an invitation, an event registration document, Club Newsletter showing the event listed, or a copy of the minutes of the meeting at which the event was sanctioned.

Message from the Club Vehicle Registrar

Important Notes:
If a member fails to renew membership by the due date of 30 June, he is technically no longer eligible for conditional registration, and notice will be given to RMS to that effect.

The Club Plate Registrar reminds those who have completed registration, whether new or renewal, to forward copies of registration and insurance documents to him without delay. The documents must show evidence of payment, and should be mailed to his home address, or to the Club's address.

Failure to do this within 6 weeks from renewal will result in notice given to RMS to proceed to cancel your Conditional Registration.

Just a couple of important points for those wishing to register a vehicle for the first time:
1. Vehicle owners are not eligible until they have been members for 24 months.
2. You may specify the period of initial registration as less than 12 months if it suits.


Carrying of Loads
- Loads cannot be carried for commercial purposes.
- Loads must be the private property of the vehicle operator and/or carried as part of a club event.
- The load must be restrained to the standards detailed in the Load Restraint Guide (see RMS website).
