CONDITIONAL REGISTRATION

General
The Sydney Antique Machinery Club Inc. (SAMCI) is authorised by Transport for NSW (TfNSW) (formerly RMS) to administer the registration of historic vehicles under both the Historic Vehicle Scheme (HVS) and the Classic Vehicle Scheme (CVS). SAMCI nominates the Club Registrar as the Responsible Person (RP) for stamping and signing associated documents. 
 
For CVS vehicles, SAMCI is affiliated with the peak body, NSW Historic Motoring Association Inc (NSWHMA), which is an Approved Organisation (AO) for administering the CVS on behalf of TfNSW.
 
This document contains the detailed day-to-day operation of the schemes for SAMCI. For more information, refer to the TfNSW website, the NSWHMA website, or Club By-law 6.
 
Both schemes are available to members who have been members of the club for 12 months or more. Vehicles must be at least 30 years old from year of manufacture, and new vehicles submitted for registration must first be approved by the Vehicle Assessment Committee, who will inspect the vehicle if necessary. Vehicles that do not comply with the aims of the Club will not be accepted.
The Club accepts vehicles in all categories, including:            
                        1. Vehicles up to 3.5T GVM (cars, light commercial vehicles and motorcycles) - HVS and CVS.
                        2. Vehicles over 3.5T GVM (trucks) - HVS only.
                        3. Other Vehicles – tractors, trailers, and plant - HVS only.

For all new registrations, owners are required to first submit details of their vehicle to the Club Registrar, who will forward it to the Vehicle Assessment Committee.  Provide to the Club Registrar, photos of the vehicle (front 3⁄4, rear 3⁄4, interior, engine bay and compliance plate showing model and year of manufacture). Send by email or TXT. These will be sent to the Vehicle Assessment Committee, and upon approval, the owner will be notified to proceed with paperwork. This normally takes a day or so only.
 
Note that hand written "Pink" and "Blue Slips" only may be used. Electronic Safety Inspection Reports are NOT able to be used for historic vehicles.
 
Owners are requested to include a stamped, self-addressed envelope (DL size or larger) for return of documents by post.
 
Owners are required to request the 60-day logbook for all registrations. All trips, whether for personal or club sanctioned events. are to be recorded in the logbook.

Historic Vehicle Scheme (HVS)
The HVS covers those vehicles that comply with the originality guidelines as defined by TfNSW. See: https://www.nsw.gov.au/topics/vehicle-registration/how-to/historic-vehicles/period-options-accessories. Note that this list of options etc is subject to ongoing review and therefore subject to change. Contact the Club Registrar if you have any questions.
 
Procedure for new HVS registrations
1. Provide to the Club Registrar the original "Pink Slip", an Historic Vehicle Declaration (form 1259) completed on the left side only, and a copy of an original registration certificate if available. Note that form 1259 must contain the vehicle's engine number.
In the case of tractors and plant for which Safety Inspection Reports ("Pink Slip") are not applicable, a Vehicle Suitable for Safe Use Declaration (form 1245) should be completed.
2. The Club Registrar will stamp and sign the Declaration form, take copies for the club's records, and return original documents to the owner.
3. Present at a Service NSW office, the original Declaration form, " Pink or Blue Slip", proof of ownership, and a completed Application for Conditional Registration (form 1246). 
4. Once plates are obtained, you must forward to the Club Registrar a copy of the Registration Certificate for the club's records of rego number and expiry date.
 
Procedure for HVS renewals
1. Provide to the Club Registrar the completed original Historic Vehicle Declaration (form 1259) completed on the left side only, the original Registration Renewal Certificate, and original "Pink Slip", or Vehicle Suitable for Safe Use declaration (form 1245) in the case of plant. Note that form 1259 must contain the vehicle's engine number.
2. The Club Registrar will stamp and sign the Declaration form, take copies for the club's records, and return original documents to the owner.
3. Present at a Service NSW office, the original declaration form, "Pink Slip", and Registration Renewal Certificate. If the engine number is missing from the Registration Renewal Certificate, insist it be entered by SNSW from the Declaration form, and check that it appears on the new Certificate.
4. The Club Registrar will verify on-line that renewal has occurred.
 
Classic Vehicle Scheme (CVS)
The CVS covers those vehicles that have been modified in any way rendering them not eligible for HVS.  Owners should familiarise themselves with the TfNSW guidelines on modifications, in particular Vehicle Standards Information Bulletin No 6 (VSI-6) to determine if a Compliance Certificate (Engineer’s Report) may be required. This will be determined at the time of "Blue Slip" inspection, which MUST contain verification of the vehicle's identity. If in any doubt as to which scheme the vehicle may be eligible for, CVS covers all vehicles.

Procedure for new CVS registration
1. Provide to the Club Registrar the original "Blue Slip", a Classic Vehicle Declaration (form 1835) completed on the left side only, and a copy of any relevant engineering certificate. Also, a copy of an original registration certificate if available. Note that form 1835 must contain the vehicle's engine number.
2. Include payment of the processing fee of $25.00 by any suitable means. EFT details supplied upon request.
3. The original Declaration form will be stamped and mailed to NSWHMA, together with copies of the required supporting documents. All original documents supplied to the Club Registrar will be mailed back to the owner.
4. NSWHMA will mail the completed original Declaration form back to you, the owner. The total postal turn-round time could be up to 10 days.
5. Present at a Service NSW office, the original Declaration form, original "Blue Slip", copy of Engineering Certification documents (if required), proof of ownership, and a completed Application for Conditional Registration (form 1246). If you take originals of Engineering Certification documents do not allow them to keep them.
6. Once plates are obtained, you must forward to the Club Registrar a copy of the Registration Certificate for the club's records of rego number and expiry date.
 
Procedure for CVS renewals 
1. Provide to the Club Registrar the completed original Classic Vehicle Declaration, form 1835, the original Registration renewal certificate, and original "Pink Slip". Note that form 1835 must contain the vehicle's engine number.
2. Requirement for CVS: An additional document is required, known as the CVS Checklist. Copies can be supplied upon request, or it can be downloaded from: https://www.nswhma.org.au/content.cfm?page_id=2068188&current_category_code=24090
This document must be completed by the owner and forwarded along with other documents mentioned above. 
3. Include payment of the processing fee of $25.00 by any suitable means. EFT details supplied upon request.

NOTE: All renewals of HVS and CVS must be accompanied by the appropriately stamped and signed Declaration form. Any owner avoiding this may find his vehicle is unregistered and uninsured.

Travel Obligations
Owners must carry with them on any trip evidence of their authority to be travelling on public roads. This must be the 60-day logbook completed in advance, and the Certificate of Approved Operations. By doing so, it is not necessary to carry any other justification for being on a public road.
 
Towing and Loads
Historic vehicles can tow a trailer that is:
  • fully registered or
  • registered as an historic vehicle (trailer) or
  • exempt from registration or
  • has a current unregistered vehicle permit
Note that the 60-day logbook for the trailer must be completed in advance.
 
Historic vehicles must meet these requirements if carrying a load:
  • loads cannot be carried for commercial purposes.
  • loads must be restrained to the standards detailed in the Load Restraint Guide.
